Panorama Scholarly Group provides the publishing infrastructure, digital platform, production support, metadata services, open-access framework, preservation planning, and administrative support required for the journal’s scholarly publishing activities.

The journal is academically managed by its Editor-in-Chief, Editorial Board, academic editors, and Editorial Office. Editorial assessment, reviewer selection, peer review, revision decisions, acceptance, rejection, and post-publication academic decisions remain independent of commercial and administrative considerations.

Publication Schedule

Health Nexus: Digital Health and Medical AI follows a biannual publication schedule with two regular issues each calendar year.

Issue 1 Issue compilation cut-off: 15 April; formal publication normally around 15 June
Issue 2 Issue compilation cut-off: 15 October; formal publication normally around 15 December

The journal accepts manuscript submissions throughout the year. The April and October dates are issue compilation cut-off dates, not manuscript submission deadlines. A manuscript must normally have completed peer review, required revisions, formal editorial acceptance, and production preparation before the applicable cut-off to be considered for the forthcoming regular issue.

Manuscripts that are still under peer review, revision, ethical assessment, or production preparation at the applicable cut-off will normally be scheduled for the next available issue. Submission or acceptance before a cut-off does not by itself guarantee inclusion in that issue.

For Health Nexus: Digital Health and Medical AI, the publisher supports the dissemination of research concerning digital health, medical artificial intelligence, clinical informatics, biomedical data science, healthcare technologies, health-data governance, medical ethics, and related interdisciplinary fields.

Publisher Responsibilities

Panorama Scholarly Group is responsible for maintaining the organisational and technical framework through which the journal operates.

Publisher responsibilities include:

  • Providing and maintaining the journal’s online publishing platform;
  • Supporting manuscript-submission and editorial-management systems;
  • Providing technical administration and platform security;
  • Supporting article production, layout, typesetting, and online publication;
  • Preparing and distributing article and journal metadata;
  • Supporting DOI registration and persistent identification where applicable;
  • Supporting open-access publication and licence information;
  • Maintaining the journal website and publication records;
  • Supporting indexing, discovery, interoperability, and metadata distribution;
  • Maintaining operational backup and digital-preservation arrangements;
  • Supporting corrections, expressions of concern, retractions, and other post-publication notices;
  • Providing administrative support for Article Processing Charges, invoices, waivers, and publication services;
  • Supporting the implementation of publication-ethics and research-integrity policies;
  • Protecting the continuity and accessibility of the published scholarly record.

The publisher’s role is to support the journal’s publication infrastructure and responsible operation. It does not include controlling the scholarly conclusions of published articles or directing editors to accept or reject individual manuscripts.

Editorial Independence

The academic direction and editorial content of the journal are the responsibility of the Editor-in-Chief, Editorial Board, academic editors, and authorised handling editors.

Editorial decisions are based on:

  • Relevance to the journal’s aims and scope;
  • Originality and scholarly contribution;
  • Methodological and technical quality;
  • Clinical, scientific, public-health, or policy relevance;
  • Ethical acceptability;
  • Transparency and research integrity;
  • Independent peer-review reports;
  • Compliance with journal policies.

Panorama Scholarly Group does not require the acceptance or rejection of a manuscript for financial, institutional, political, commercial, reputational, or personal reasons.

The following factors must not influence editorial decisions:

  • Payment or non-payment of an Article Processing Charge;
  • A waiver or discount request;
  • The author’s nationality or geographic location;
  • The author’s institutional prestige, seniority, or professional status;
  • Commercial sponsorship or advertising relationships;
  • The potential publicity, citation performance, or financial value of an article;
  • Personal or institutional relationships with the publisher.

The Editor-in-Chief retains authority over the journal’s academic content and final editorial decisions, subject to the journal’s policies, ethical obligations, and applicable legal requirements.

Editorial Office

The HNDH Editorial Office coordinates the journal’s day-to-day scholarly publishing workflow.

The Editorial Office is responsible for:

  • Receiving and administratively checking submissions;
  • Assessing compliance with submission requirements;
  • Coordinating initial editorial screening;
  • Supporting reviewer identification and invitation;
  • Managing double-anonymous peer review;
  • Communicating editorial decisions and revision requests;
  • Managing revised submissions and author responses;
  • Coordinating accepted manuscripts through production;
  • Managing author proofs and publication records;
  • Supporting post-publication correspondence and corrections;
  • Responding to journal-policy and submission enquiries.

The Editorial Office operates through a fully online workflow. Editors, reviewers, authors, and production personnel may participate from different institutions and countries.

Editorial Responsibility

The Editor-in-Chief has primary responsibility for the journal’s academic direction, editorial standards, peer-review quality, and publication decisions.

Handling editors and members of the Editorial Board support the Editor-in-Chief by:

  • Assessing manuscripts within their areas of expertise;
  • Selecting qualified and independent reviewers;
  • Evaluating reviewer reports and author responses;
  • Managing conflicts of interest;
  • Supporting compliance with reporting and ethical standards;
  • Recommending or making editorial decisions within their delegated authority;
  • Protecting the integrity and confidentiality of the editorial process.

Editors must recuse themselves from manuscripts where a relevant financial, institutional, personal, academic, or professional conflict could affect, or reasonably appear to affect, their independence.

Peer Review

The journal applies a double-anonymous peer-review model as its standard review procedure for eligible scholarly manuscripts.

Under this model:

  • Authors are not informed of reviewer identities;
  • Reviewers are not informed of author identities through the manuscript files;
  • Reviewers are selected according to subject and methodological expertise;
  • Review reports are advisory rather than determinative;
  • Final editorial responsibility remains with the Editor-in-Chief or authorised handling editor.

The publisher does not select reviewers, write reviewer reports, or determine the scholarly outcome of peer review.

Open Access

Health Nexus: Digital Health and Medical AI is a fully open-access journal.

Published articles are made freely and permanently available online immediately upon publication without:

  • Subscription charges;
  • Reader-access fees;
  • Registration requirements;
  • Institutional-access requirements;
  • Embargo periods.

Open-access publication supports the dissemination of research to scholars, clinicians, healthcare professionals, policymakers, educators, patients, institutions, and members of the public.

Copyright and Licensing

  • Appropriate attribution must be provided;
  • Changes or adaptations must be identified;
  • Reuse must not imply endorsement by the authors, journal, or publisher.

Article Processing Charge payment, waiver, or discount status does not alter copyright ownership or the applicable open-access licence.

Article Processing Charge

The standard Article Processing Charge for the journal is:

USD 400 per accepted article

No fee is charged for:

  • Initial submission;
  • Editorial screening;
  • External peer review;
  • Revision or resubmission;
  • Rejected manuscripts;
  • Withdrawal before formal acceptance.

The Article Processing Charge is requested only after a manuscript has completed peer review and received formal editorial acceptance.

Waiver and discount requests are administered separately from peer review and editorial assessment. The ability or inability of an author to pay must not influence reviewer selection, editorial evaluation, acceptance, rejection, or the application of publication-ethics standards.

Publication Ethics and Research Integrity

The publisher supports the journal in maintaining policies and procedures concerning:

  • Originality and plagiarism;
  • Authorship and contributorship;
  • Conflicts of interest and funding disclosure;
  • Research involving human participants or animals;
  • Informed consent, privacy, and patient confidentiality;
  • Clinical-trial registration;
  • Data, code, model, and materials availability;
  • Responsible use of artificial intelligence;
  • Reference and citation integrity;
  • Image, data, and statistical integrity;
  • Peer-review confidentiality and independence;
  • Complaints and appeals;
  • Corrections, expressions of concern, and retractions.

Where a possible ethical or research-integrity concern arises, the publisher may support the Editorial Office with technical records, publication documentation, platform information, preservation records, or external specialist consultation.

Academic findings concerning the reliability, ethical acceptability, or publication status of an article remain subject to independent editorial assessment.

Artificial Intelligence and Medical Technology

Because the journal publishes research involving digital health and medical artificial intelligence, the publisher supports policies requiring transparency concerning:

  • AI-assisted manuscript preparation;
  • AI model names, versions, and access dates;
  • Training, validation, and test datasets;
  • Data separation and potential leakage;
  • Bias, fairness, and subgroup performance;
  • Clinical validation and external validation;

The publication of a study concerning an artificial-intelligence system, software platform, medical device, digital-health intervention, or commercial product does not constitute endorsement, approval, certification, or recommendation by the journal or publisher.

Publishing Infrastructure

The journal is published through the Panorama Scholarly Group journal platform using Open Journal Systems.

The journal’s use of a publishing platform does not transfer editorial decision-making to the software provider, publisher administrator, hosting provider, or technical administrator.

Metadata and Scholarly Discovery

The publisher supports the preparation, maintenance, and dissemination of article and journal metadata.

Metadata may include:

  • Article titles and abstracts;
  • Author names and affiliations;
  • ORCID identifiers;
  • Keywords;
  • Publication dates;
  • Volume and issue information;
  • DOIs and related identifiers;
  • Funding information;
  • Reference lists;
  • Copyright and licence information;

Metadata may be transmitted to DOI-registration services, indexing databases, libraries, repositories, preservation systems, and other scholarly-discovery infrastructures.

Indexing applications, acceptance decisions, processing times, and continuing database coverage remain under the control of the relevant indexing organisations.

Archiving and Continuity

Panorama Scholarly Group supports the journal’s operational backup, structured export, metadata continuity, persistent identification, platform migration, and long-term digital-preservation planning.

The publisher seeks to preserve:

  • Published article files;
  • Article and issue metadata;
  • Copyright and licensing information;
  • Corrections and retractions;
  • Publication dates and version records;
  • Links to supplementary materials and research outputs;
  • The continuing accessibility of the Version of Record.

Corrections and the Scholarly Record

The publisher supports the journal in preserving and correcting the scholarly record.

Where appropriate, the journal may publish:

  • Author corrections;
  • Publisher corrections;
  • Expressions of concern;

  • Removal notices;
  • Updated metadata and version information.

Correction and retraction decisions are made according to the reliability, ethical integrity, and publication status of the article. Commercial, financial, or reputational considerations must not prevent necessary corrective action.

Complaints and Appeals

Authors, reviewers, readers, research participants, institutions, and other affected parties may submit complaints or appeals concerning:

  • Editorial decisions;
  • Peer-review procedures;
  • Editorial delay;
  • Professional conduct;
  • Conflicts of interest;
  • Publication ethics;
  • Corrections and retractions;
  • Copyright or privacy;
  • Fees, waivers, invoices, or publication administration.

Complaints and appeals should be handled by an individual who was not directly involved in the matter and who has no relevant conflict of interest.

The publisher may provide administrative or independent procedural support but must not overturn a reasoned academic decision for commercial reasons.

Financial Administration

The publisher administers Article Processing Charges, invoices, waivers, discounts, refunds, and authorised payment methods separately from scholarly assessment.

Financial personnel must not:

  • Select peer reviewers;
  • Write or alter reviewer reports;
  • Determine whether a manuscript is accepted or rejected;
  • Influence research-integrity investigations;
  • Provide preferential treatment based on payment status;
  • Guarantee acceptance or publication.

Authors should make payments only through payment channels formally authorised by the journal or Panorama Scholarly Group.

Special Issues and Sponsored Content

Special issues, thematic collections, conference-related collections, and sponsored content are subject to the same standards of peer review, publication ethics, conflicts of interest, editorial independence, and transparency as regular journal content.

A sponsor, guest editor, supporting institution, or commercial entity must not control:

  • Reviewer selection;
  • Peer-review reports;
  • Acceptance or rejection decisions;
  • Article conclusions;
  • Publication of unfavourable or inconclusive findings;
  • Post-publication corrections or retractions.

Relevant sponsorship and financial support must be disclosed clearly.

Advertising and Commercial Influence

Advertising, sponsorship, institutional partnerships, publication charges, and other commercial activities must remain separate from editorial assessment and peer review.

The publisher does not permit advertisers, sponsors, payment providers, or commercial partners to:

  • Influence editorial decisions;
  • Access confidential manuscripts or reviewer information;
  • Require favourable editorial coverage;
  • Prevent publication of unfavourable findings;
  • Determine the content of peer-review reports;
  • Represent commercial relationships as scholarly endorsement.
