Manuscript Title

Provide a concise and informative title that clearly reflects the manuscript’s main topic, research question, and contribution.

Abstract

The abstract should summarize the research problem, theoretical or policy relevance, data and methods, major findings, and contribution. It should be written in clear American English and should not contain citations unless absolutely necessary.

Evidence for Practice

• Provide one practical implication for public policy, governance, management, or administration.
• Provide one implication for policymakers, public managers, institutions, or organizations.
• Provide one evidence-based recommendation arising from the study.
• Optional: Add one additional point on implementation, evaluation, or institutional practice.
• Optional: Add one additional point on comparative, international, or policy relevance.

Opening Section of the Main Text

Begin the main text directly after the Evidence for Practice section. Do not use a separate heading titled “Introduction.” The opening section should present the research problem, scholarly background, research question, theoretical or policy relevance, methodological approach, and contribution of the manuscript.

Literature Review and Theoretical Framework

Review the relevant international literature, identify the research gap, define the theoretical framework, and explain how the manuscript contributes to existing debates.

Research Design, Data, and Methods

Describe the research design, data sources, case selection, variables, measures, analytical strategy, and limitations. For empirical manuscripts, methods should be transparent and sufficiently detailed for review and evaluation.

Analysis and Findings

Present the analysis clearly and logically. Tables, figures, and evidence should be discussed in relation to the research question and theoretical framework.

Discussion

Explain the meaning of the findings, their theoretical and policy implications, and their relevance to broader debates in political economy, public administration, governance, economics, management, or institutional studies.

Conclusion and Policy Implications

Summarize the major findings, clarify the manuscript’s contribution, discuss policy or practical implications, acknowledge limitations, and suggest directions for future research.

Funding Statement

State all funding sources. If no funding was received, write: “The author received no financial support for the research, authorship, or publication of this article.”

Conflict of Interest Statement

Declare any actual or potential conflicts of interest. If none exist, write: “The author declares no conflict of interest.”

References

List all cited works in Chicago Author-Date format. All references cited in the text must appear in the reference list, and all references listed must be cited in the text.
