Global Governance Systems Review (GGSR) operates an open-access publishing model. To support editorial administration, production, online publication, digital infrastructure, metadata preparation, long-term preservation, and dissemination of published articles, an Article Processing Charge (APC) is payable for manuscripts accepted for publication.

The standard Article Processing Charge for GGSR is USD 350 per accepted article.

No payment is required at the time of submission. The APC becomes payable only after a manuscript has successfully completed the journal's editorial and peer-review process and has received a formal acceptance decision.

What the APC Supports

The Article Processing Charge contributes to the costs associated with the scholarly publishing process and the continuing operation of the journal.

These activities may include:

  • editorial and manuscript administration;
  • operation and maintenance of the online submission and peer-review system;
  • technical screening and publication preparation;
  • copyediting and production support;
  • typesetting and article formatting;
  • metadata preparation and quality control;
  • online hosting and dissemination;
  • digital preservation and maintenance of the scholarly record;
  • open-access publication infrastructure; and
  • journal administration and scholarly communication services.

The APC is a publication charge and does not constitute payment for editorial acceptance or favourable peer review.

No Submission Fee

GGSR does not charge authors a fee merely to submit a manuscript.

Authors may submit manuscripts for editorial consideration without payment. No charge is required for initial editorial assessment or for standard external peer review.

If a manuscript is rejected before or after peer review, no Article Processing Charge is payable.

Payment Only After Acceptance

Authors should not make an APC payment before receiving a formal acceptance notification from the journal.

Following acceptance, the corresponding author or other responsible payer will receive payment or invoicing instructions through the journal's authorized administrative channels.

An editorial communication requesting revision, indicating that a manuscript is under review, or providing a favourable reviewer recommendation does not constitute formal acceptance and does not trigger the APC.

Multi-Currency Payments

Although the standard APC is denominated in United States dollars (USD), GGSR supports payment in multiple currencies where such payment methods are available through the journal's authorized payment channels.

Where payment is made in a currency other than USD, the payable amount will be calculated on the basis of the applicable exchange rate or settlement rate used by the authorized payment provider, financial institution, or invoicing system at the time the payment is processed.

The final amount payable in the selected currency will be stated on the relevant invoice, payment request, or authorized payment interface before payment is completed.

Currency availability may vary according to payment method, payer location, financial institution, and payment-service provider.

Exchange Rates

The reference value of the APC remains USD 350.

Amounts displayed or invoiced in another currency are converted equivalents and may vary because of changes in foreign-exchange rates, payment-provider settlement rates, or banking arrangements.

GGSR does not guarantee a fixed exchange rate for payments made in currencies other than USD.

Bank and Payment-Provider Charges

Authors or paying institutions are responsible for ensuring that the full amount stated on the invoice is received through the designated payment channel.

Banks, payment processors, card issuers, or other financial intermediaries may independently impose currency-conversion, transfer, receiving, or transaction charges. Such third-party charges are separate from the journal's stated APC unless expressly included in the invoice.

Any additional administrative or payment-processing charge imposed directly by the journal or publisher will be disclosed clearly before payment is requested.

Invoices and Receipts

An invoice or equivalent payment record may be issued following formal acceptance.

The corresponding author should ensure that billing information is accurate before the invoice is finalized.

Where an institution, university, research project, funding body, or other organization will pay the APC, authors should provide the appropriate billing information requested by the journal.

Following successful payment, a receipt or other appropriate payment confirmation may be provided through the applicable administrative or payment system.

Institutional and Third-Party Payments

The APC may be paid by an author, co-author, university, research institute, funding organization, research project, library, employer, or another authorized third party.

The identity of the person or organization paying the APC does not influence editorial assessment, peer review, acceptance, or publication decisions.

Editorial Independence

Editorial decisions at GGSR are entirely independent of Article Processing Charges and other financial arrangements.

Editors and reviewers assess manuscripts on scholarly grounds, including:

  • relevance to the journal's Aims & Scope;
  • originality;
  • theoretical or conceptual contribution;
  • methodological quality;
  • analytical rigour;
  • quality and reliability of evidence;
  • research and publication ethics; and
  • overall scholarly significance.

An author's ability or inability to pay an APC must not influence whether a manuscript is sent for peer review, whether reviewers recommend publication, or whether an editor accepts or rejects a manuscript.

No Guarantee of Acceptance

Payment of an APC does not purchase or guarantee acceptance, favourable peer review, expedited scholarly evaluation, citation, indexing, or any other academic outcome.

The APC becomes applicable only after a manuscript has independently satisfied the journal's scholarly and editorial requirements and has received a formal acceptance decision.

Waivers and Discounts

Any waiver, discount, institutional arrangement, promotional programme, or other reduction in the standard APC must be expressly authorized under a current GGSR or Panorama Scholarly Group policy.

Unless an applicable waiver or discount programme is publicly announced or specifically confirmed by the journal, authors should assume that the standard APC of USD 350 applies.

Where a waiver or discount is approved, the decision concerning financial support remains separate from the academic assessment of the manuscript.

Special Issues

Unless a specific Special Issue announcement states otherwise, articles accepted for a Special Issue or Thematic Collection are subject to the same standard APC policy as articles published in regular issues.

Participation in a Special Issue does not guarantee acceptance or exemption from the journal's standard editorial and peer-review requirements.

Invited Articles

An invitation to submit an article does not automatically constitute an APC waiver unless this is stated explicitly in the invitation or confirmed in writing by the journal.

Invited scholarly manuscripts remain subject to the appropriate editorial and peer-review requirements applicable to their article type.

Withdrawal Before Acceptance

No APC is payable when a manuscript is withdrawn before formal acceptance.

Authors wishing to withdraw an active manuscript should follow the journal's withdrawal procedures and contact the Editorial Office where necessary.

Withdrawal After Acceptance

Authors should not regard acceptance as provisional while independently seeking publication elsewhere.

If an author requests withdrawal after formal acceptance and substantial production work has already been undertaken, any applicable administrative or production consequences will be considered in accordance with the journal's current withdrawal and publication policies.

No charge that has not been publicly disclosed or otherwise agreed with the author will be imposed retrospectively.

Refunds

Where an APC payment has been made in error, duplicated, or otherwise requires administrative review, the corresponding author should contact the Global Governance Systems Review Editorial Office or the designated payment-support channel.

Refund requests are assessed according to the circumstances of the transaction and the stage of publication.

Once an article has been formally published as the Version of Record and the publishing service has been completed, an APC is not normally refundable except where required by applicable law or where the publisher determines that a refund is appropriate.

Corrections and Retractions

Authors are not charged an additional APC solely because the journal subsequently publishes a legitimate correction, retraction notice, expression of concern, or other editorial notice required to maintain the integrity of the scholarly record.

Payment of an APC does not prevent the journal from correcting, retracting, or otherwise updating a published article where appropriate under its publication-ethics policies.

Taxes and Regulatory Charges

Where taxes, duties, withholding requirements, or other legally required charges apply to a particular transaction or jurisdiction, these may be reflected in the invoice or payment process as required by applicable law.

Authors and institutions are responsible for providing accurate billing and tax information where such information is required for payment processing.

Payment Security

Authors should make payments only through payment channels officially identified by GGSR or Panorama Scholarly Group.

Authors should not make payments to personal accounts or unofficial payment channels based solely on unsolicited messages claiming to represent the journal.

If the authenticity of a payment request is uncertain, authors should verify it with the Global Governance Systems Review Editorial Office before completing the transaction.

Financial Transparency

GGSR is committed to transparency concerning author-facing publication charges.

The standard Article Processing Charge is:

Where additional charges, taxes, currency-conversion arrangements, discounts, or waivers apply, relevant information will be disclosed before the author is required to make payment.
