GGSR makes published articles available to readers immediately, without a subscription charge or access embargo. Open access allows governance research to be consulted by scholars, public institutions, practitioners, and other readers who may not have access to subscription literature.

Reading and reuse

Unless an article identifies a different applicable term, its original content is published under Creative Commons Attribution 4.0 International (CC BY 4.0). Readers may share and adapt the licensed material, including for commercial purposes, provided they give appropriate credit, link to the licence, and indicate changes. Attribution must not suggest that the authors or journal endorse the reuse.

A useful credit line identifies the authors, article title, journal, publication details, article link or identifier, and licence. Translations, extracts, and adapted figures should state what has been changed. Reusers must check credit lines for material that is excluded from the article’s licence; open access does not remove privacy, confidentiality, or other rights affecting particular content.

Author rights and repository sharing

Authors retain copyright and grant the journal the non-exclusive rights needed to publish, distribute, and maintain the scholarly record. Authors may share permitted manuscript versions and the published article through institutional repositories and other lawful channels. Deposited copies should identify their version and link to the Version of Record when available.

The submitted manuscript, accepted manuscript, and published article may differ. Repository records should make that distinction visible so readers can locate the final text and any later correction or integrity notice. Supporting data and code should be deposited separately where appropriate, with access conditions suited to the material.

Publication funding

The standard article processing charge is USD 350 per accepted article. There is no submission fee, standard peer-review fee, or reader access charge. Payment is requested after formal acceptance and is separate from editorial assessment. Authors seeking financial support should consult Waivers & Discounts before an invoice is issued.
