Global Governance Systems Review (GGSR) is a fully open-access scholarly journal. All scholarly content published by the journal is made freely and immediately available online without subscription, access fees, registration requirements, or embargo periods.

GGSR supports the principle that scholarly research should be accessible to the widest possible audience and that responsible reuse of published research should be facilitated through clear and internationally recognized open licensing.

Open Access Model

All research articles and other scholarly contributions published in GGSR are made openly accessible immediately upon publication.

Readers may access the full text of published articles without payment or institutional subscription. No embargo period is imposed on published scholarly content, and users are not required to register with the journal in order to read or download articles.

GGSR does not operate a hybrid open-access model. Scholarly articles published by the journal are released under the journal's applicable open-access licence.

Creative Commons Licence

Unless otherwise clearly indicated, articles published in GGSR are distributed under the Creative Commons Attribution 4.0 International Licence (CC BY 4.0).

Under the CC BY 4.0 licence, users may copy, share, redistribute, adapt, transform, and build upon published material for any lawful purpose, including commercial purposes, provided that appropriate attribution is given to the original author or authors and source.

Users must provide appropriate credit, identify the source of the work, provide a reference or link to the applicable licence where reasonably practicable, and indicate whether changes have been made. Reuse must not imply endorsement by the author, journal, or publisher where no such endorsement exists.

No additional legal or technological restrictions may be imposed that would prevent others from exercising the rights granted under the CC BY 4.0 licence.

Copyright and Author Rights

Authors retain copyright in their articles unless a different copyright arrangement is required by law, an author's employer, or another applicable rights holder.

By publishing with GGSR, authors grant the journal and Panorama Scholarly Group the right of first publication and the non-exclusive rights necessary to publish, disseminate, preserve, index, archive, and maintain the scholarly record of the article.

Publication under CC BY 4.0 does not require authors to transfer ownership of their copyright to the journal or publisher.

Authors remain free, subject to the applicable licence and any third-party rights, to reuse their own work, deposit it in repositories, distribute it for scholarly and educational purposes, incorporate it into subsequent works, and otherwise exercise their rights as copyright holders.

Rights of Readers and Users

Subject to the terms of the applicable licence, users may:

• read and download published articles without charge;
• copy and redistribute published material;
• include appropriately attributed material in teaching and educational resources;
• deposit and preserve copies in institutional or subject repositories;
• translate, adapt, or otherwise transform licensed material;
• conduct text and data mining and other computational analyses;
• reuse figures, tables, and other material covered by the article's licence; and
• use published material for commercial or non-commercial purposes where permitted by CC BY 4.0.

All reuse remains subject to proper attribution and to any rights associated with material that is specifically identified as excluded from the article's Creative Commons licence.

Third-Party Material

The Creative Commons licence applying to an article does not automatically apply to third-party material that is reproduced in the article under permission, statutory exception, fair dealing, fair use, or another separate licence.

Authors are responsible for identifying material that is not covered by the article's CC BY 4.0 licence and for obtaining any permissions required for its publication and subsequent reuse.

Where third-party material is subject to different copyright or licensing conditions, this should be clearly indicated in the relevant figure caption, table note, acknowledgement, credit line, or other appropriate location.

Users wishing to reuse such material beyond the scope permitted by law or by its separately stated licence are responsible for obtaining permission from the relevant rights holder.

Self-Archiving and Repository Deposit

GGSR supports author self-archiving and the dissemination of published research through appropriate scholarly repositories.

Authors may deposit the published version of their article in institutional repositories, subject repositories, personal academic websites, research information systems, and other lawful scholarly platforms, subject to the terms of the CC BY 4.0 licence and any applicable third-party rights.

No embargo period is imposed by GGSR on repository deposit of the final published article.

Where possible, deposited copies should include the complete bibliographic citation and a link to the version of record on the journal website.

Version of Record

The version published on the GGSR website constitutes the journal's version of record.

Authors and repositories are encouraged to link to the version of record so that readers can identify subsequent corrections, retractions, expressions of concern, or other updates to the scholarly record where applicable.

Text and Data Mining

Consistent with the permissions provided by CC BY 4.0, GGSR permits text and data mining of openly licensed published content for scholarly, educational, commercial, and other lawful purposes.

Users conducting automated analysis should respect the technical integrity and reasonable operational requirements of the journal's publishing infrastructure.

Open Access and Publication Charges

Open access describes the conditions under which readers may access and reuse published scholarship and is distinct from the journal's policies concerning publication charges.

Any article processing charges, waivers, discounts, submission fees, or other author-facing charges applicable to GGSR are disclosed separately and transparently in the journal's Article Processing Charges policy.

Access to published articles is not conditional upon payment by readers, and editorial decisions are independent of an author's ability to pay any applicable publication charge.

Open Access and Peer Review

The open-access status of the journal does not alter its standards for editorial assessment or peer review.

Manuscripts are evaluated according to their scholarly merit, relevance, originality, methodological quality, research integrity, and contribution to the journal's field. Where applicable, manuscripts undergo independent scholarly peer review before an editorial decision is made.

Editorial decisions are independent of financial arrangements relating to open-access publication.

Permanent Accessibility and Preservation

GGSR is committed to maintaining the long-term accessibility of its published scholarly record.

The journal seeks to maintain appropriate technical and preservation arrangements for published content, bibliographic metadata, and associated scholarly records. Further information concerning archival and preservation arrangements is provided in the journal's Digital Preservation policy.

Metadata and Discoverability

GGSR supports the dissemination and discoverability of open-access scholarship through structured bibliographic metadata and appropriate scholarly identification and discovery systems.

Metadata associated with published articles may be distributed to scholarly databases, indexing and discovery services, libraries, repositories, metadata aggregators, and other scholarly communication infrastructures for purposes including discovery, citation, preservation, interoperability, and research assessment.

Open Access Commitment

GGSR regards open access as part of a broader commitment to transparent, responsible, and internationally accessible scholarly communication.

The journal therefore seeks to combine immediate access to published research with clear licensing, author rights, editorial independence, research integrity, transparent publication policies, reliable scholarly metadata, and long-term preservation of the academic record.
