Contemporary Review of Political Thought is an open-access journal. To support editorial management, peer-review administration, production, online hosting, metadata processing, indexing preparation, archiving, and long-term accessibility, the journal applies an Article Processing Charge (APC) to accepted manuscripts, except for article types specifically exempted under this policy.

This amount includes the base APC and a standard 10% payment processing surcharge. The USD amount is calculated according to the journal’s fixed internal conversion rate of 1 USD = 8 CNY.

For reference, the base APC before the standard payment processing surcharge is CNY 1,200 or USD 150.

The APC is charged only after a manuscript has been formally accepted for publication. Submission, editorial screening, and peer review are not subject to any submission fee.

APC Waiver Policy｜费用减免政策

The journal currently provides an APC exemption only for accepted Book Reviews. Book Reviews are not subject to the standard APC.

No general APC waiver is currently available for Original Research Articles, Theoretical Essays, Review Essays, Forum Contributions, Review Articles, Policy and Institutional Analysis articles, or Special Issue Articles, unless otherwise determined by the editorial office in exceptional circumstances.

Book Reviews and Repository-Based Processing｜书评与开放存储库处理

APC-exempt Book Reviews may be processed through a reduced-cost publication workflow. Where appropriate, the journal may use Zenodo or another recognized open repository for deposit, open archiving, and repository-based DOI assignment or record management.

对于免收 APC 的书评，本刊可采用成本较低的出版处理流程。根据实际情况，本刊可使用 Zenodo 或其他认可的开放存储库进行存储、开放归档，以及基于存储库的 DOI 分配或记录管理。

This arrangement is intended to support open access to Book Reviews while keeping the publication cost of this article type minimal.

Payment Timing｜付款时间

The APC becomes payable only after the manuscript has been accepted. The editorial office will issue payment instructions or an invoice after acceptance and before final publication.

Accepted manuscripts will normally proceed to final production and publication after the required payment has been completed and confirmed.

Transaction, Bank, and Third-Party Fees｜交易、银行与第三方费用

The standard APC already includes the journal’s standard 10% payment processing surcharge. However, any additional transaction fees, bank charges, currency conversion fees, payment platform fees, intermediary bank fees, withdrawal fees, or other third-party charges arising from payment transfer remain the responsibility of the author or payer.

标准 APC 已包含本刊标准 10% 付款处理手续费。但是，因付款转账产生的额外交易手续费、银行费用、货币兑换费、支付平台费用、中转银行费用、提现手续费或其他第三方费用，仍由作者或付款方承担。

Authors should ensure that the net amount received by the publisher equals the total APC amount stated on the invoice.

Currency and Exchange Rate｜币种与汇率

The standard APC is listed in Chinese Yuan Renminbi (CNY) and United States Dollars (USD). The USD amount is calculated using the journal’s fixed internal conversion rate of 1 USD = 8 CNY.

本刊标准 APC 以人民币和美元列示。美元金额按照本刊固定内部换算标准 1 美元 = 8 人民币 计算。

Any exchange-rate difference, currency conversion charge, intermediary bank deduction, or third-party deduction shall be borne by the author or payer.

因汇率差异、货币兑换、中转银行扣费或第三方扣费产生的额外费用，由作者或付款方承担。

No Influence on Editorial Decisions｜费用不影响编辑决定

Payment of an APC does not influence editorial decisions, peer-review outcomes, acceptance decisions, or publication priority. Manuscripts are evaluated on the basis of academic quality, originality, relevance to the journal’s scope, ethical compliance, and reviewer recommendations.

APC 支付不影响编辑决定、同行评审结果、录用决定或出版优先顺序。本刊依据稿件学术质量、原创性、与本刊范围的契合度、伦理合规性及审稿意见进行评估。

Authors are not required to pay any APC before acceptance.

作者在稿件录用前无需支付 APC。

Refund Policy｜退款政策

Once an accepted manuscript has entered production, metadata processing, DOI or repository processing, copyediting, layout preparation, online hosting preparation, or online publication, the APC is generally non-refundable.

稿件录用后，如已进入制作、元数据处理、DOI 或开放存储库处理、文字编辑、排版准备、在线发布准备或在线出版流程，APC 通常不予退还。

Refund requests, if any, will be considered by the editorial office and publisher on a case-by-case basis.

Invoice Note｜发票说明

Invoices or payment instructions may state the charge as: “Article Processing Charge, including standard payment processing surcharge: CNY 1,320 / USD 165.”

The journal does not describe the standard payment processing surcharge as tax. It is used to cover ordinary payment processing, banking, and transfer-related costs.

Policy Updates｜政策更新

The journal reserves the right to update its APC, waiver, payment, and processing fee policies. Any updated policy will apply to submissions made after the effective date of the update, unless otherwise stated.
