APC & Waiver Policy｜费用与减免政策
Contemporary Review of Political Thought (CRoPT) is an open-access scholarly journal. To support editorial administration, manuscript assessment, publication production, online hosting, metadata preparation, discoverability, and long-term access, the journal applies an Article Processing Charge (APC) to accepted manuscripts, except for article types expressly exempted under this policy.
《当代政治思想评论》（CRoPT）是一份开放获取学术期刊。为支持编辑管理、稿件评估、出版制作、在线平台维护、元数据准备、文献检索传播及长期访问，本刊对正式录用的稿件收取文章处理费（Article Processing Charge，APC），但本政策明确豁免的文章类型除外。
This policy explains the journal's standard APC, the costs it supports, article-type exemptions, payment timing, additional transaction charges, refund arrangements, and the relationship between publication fees and editorial independence. Authors should review these provisions before submission.

Base APC: CNY 1,200 or USD 150.
Standard Payment Processing Surcharge: 10% of the base APC, equivalent to CNY 120 or USD 15.

The two currency amounts reflect the journal's fixed internal pricing conversion of 1 USD = 8 CNY. This is a journal-specific calculation rule for the published APC amounts, not a statement of the prevailing foreign-exchange market rate.
上述两种币种金额按照本刊固定内部计价换算标准 1 美元 = 8 元人民币 确定。该比例仅用于本刊公布的 APC 金额计算，不代表实际外汇市场汇率。
No Pre-Acceptance Charges. APC payment is required only after formal acceptance. The journal does not charge authors for manuscript submission, initial editorial screening, or peer review.
录用前不收费。APC 仅在稿件正式录用后支付。本刊不收取投稿费、编辑初审费或同行评审费。

APC revenue supports the journal's editorial, production, and open-access publishing operations. These activities include, but are not limited to:

These descriptions identify publishing activities supported by the APC. They do not constitute a guarantee that an individual article will be indexed by a particular external database, deposited in a specific preservation network, or assigned an identifier through a particular registration provider. Such arrangements depend on the journal's actual publication and processing procedures.

APC Waiver Policy / 费用豁免与减免政策
Under the current policy, CRoPT provides a standard APC exemption for manuscripts that have been formally accepted and classified as Book Reviews.
根据本刊现行政策，正式录用且被归类为 Book Reviews（书评）的稿件免收标准 APC。
Book Reviews — Standard APC Exempt
已录用的正式书评：免收标准文章处理费
Eligibility is determined by the manuscript's formal article classification. Publication within a book-review-related section, or discussion of one or more books, does not automatically establish eligibility for this exemption.
豁免资格以稿件的正式文章类别为依据。文章发表在与书评有关的栏目，或内容涉及一本或多本著作，并不自动取得该项豁免资格。
No general APC waiver is currently provided for Original Research Articles, Theoretical Essays, Review Essays, Forum Contributions, Review Articles, Policy and Institutional Analysis articles, or Special Issue Articles. The editorial office may determine an exception in special circumstances under the journal's existing policy.

Review Essays and Review Articles are distinct manuscript categories from Book Reviews and remain subject to their applicable APC requirements unless a specific exception has been approved. The same distinction applies to invited contributions and themed or special-issue manuscripts.
Review Essays 与 Review Articles 属于不同于 Book Reviews 的正式稿件类别，除非获得特别批准的例外，否则应按照其适用政策缴纳 APC。约稿文章及专题稿件亦按照相应的正式分类及费用安排处理。
Editorial Discretion. The possibility of an exceptional decision does not establish a general waiver programme, automatic reduction, or entitlement to a discount. Any approved exception should be clearly reflected in the relevant payment instructions.

Book Reviews and Repository-Based Processing / 书评与开放存储库处理
APC-exempt Book Reviews may be processed through a publication workflow intended to reduce the costs associated with this manuscript type while maintaining the journal's applicable scholarly and publication requirements.
对于免收 APC 的书评，本刊可采用旨在降低该类稿件出版成本的处理流程，同时维持适用的学术标准与出版要求。
Where appropriate, the journal may use Zenodo or another recognized open repository for supplementary deposit, open archiving, repository-based DOI assignment, or related record management, depending on the publication arrangements for the individual review.

Repository Processing Is Conditional. This provision permits repository-based handling where appropriate. It does not mean that every Book Review will necessarily be deposited in Zenodo, receive a repository-issued DOI, or have an independently confirmed preservation record.

The purpose of this arrangement is to support open access to scholarly book reviews while limiting the publication costs associated with their processing. The formal published article record and any related repository record should be identified according to the arrangements actually implemented.

Payment Timing / 付款时间
The APC becomes payable only after a manuscript has received formal acceptance for publication. Authors should wait for the editorial office's official invoice or payment instructions and should not make an advance APC payment during submission, editorial screening, or peer review.
APC 仅在稿件正式录用后进入付款阶段。作者应等待编辑部发送正式发票或付款说明，不应在投稿、编辑初审或同行评审过程中预先支付 APC。
Payment Sequence / 付款顺序
- Formal Acceptance 稿件完成适用的学术评估，并获得正式录用决定。
- Official Invoice or Payment Instructions 编辑部提供正式发票或付款说明，列明适用的文章类别、费用与币种，以及已批准的例外安排。
- Payment and Confirmation, Where Applicable 对需要支付 APC 的文章，按照正式说明完成支付并进行付款确认。
- Final Production and Publication 满足适用的付款及出版条件后，稿件通常进入最终制作与正式出版程序。
Accepted manuscripts subject to APC payment normally proceed to final production and publication after the required payment has been completed and confirmed. Manuscripts exempt from the APC do not require standard APC payment as a condition of publication.
对于适用 APC 的已录用稿件，通常在所需费用完成支付并确认后进入最终制作与出版。免收 APC 的稿件无需以缴纳标准文章处理费作为出版条件。
Transaction, Bank, and Third-Party Fees / 交易、银行及第三方费用
The published standard APC already includes the journal's 10% payment processing surcharge. This surcharge forms part of the stated APC total and is not an additional amount to be added again to CNY 1,320 or USD 165.
本刊公布的标准 APC 已包含 10% 付款处理附加费。该费用属于已公布 APC 总额的一部分，不应在人民币 1,320 元或美元 165 元的基础上再次叠加。
Additional charges imposed by third parties in the course of payment transfer remain the responsibility of the author or payer. These may include extra transaction fees, bank charges, currency conversion charges, intermediary bank deductions, payment platform charges, withdrawal fees, or other transfer-related costs.
付款转账过程中由第三方另行收取的费用，仍由作者或付款方承担。这些费用可能包括额外交易手续费、银行费用、货币兑换费用、中转银行扣费、支付平台费用、提现费用或其他与转账有关的成本。
Net Amount Received. The payer should ensure that the net amount received by the publisher equals the total APC specified in the official invoice, after any applicable external deductions.

The distinction is between the surcharge already incorporated into the journal's published price and any separately imposed external payment-transfer charges. Authors should refer to the official invoice and the conditions of their chosen payment provider.

Currency and Exchange Rate / 币种与汇率
The standard APC is published in Chinese Yuan Renminbi (CNY) and United States Dollars (USD). The USD amount is calculated using the journal's fixed internal pricing conversion of 1 USD = 8 CNY.
本刊标准 APC 以人民币（CNY）及美元（USD）列示。美元金额按照本刊固定内部计价换算标准 1 美元 = 8 元人民币计算。
The internal pricing conversion is used to establish the journal's two published APC amounts. It does not replace exchange rates applied by banks, payment platforms, card issuers, or other financial intermediaries during an actual transaction.
上述内部计价换算仅用于确定本刊公布的两种币种价格，不代替银行、支付平台、银行卡发行机构或其他金融中介在实际交易时采用的汇率。
Exchange-rate differences, currency conversion charges, intermediary bank deductions, and other third-party deductions arising from the payment transfer are borne by the author or payer in accordance with the journal's stated payment policy.

No Influence on Editorial Decisions / 费用不影响编辑决定
APC payment does not influence editorial screening, peer-review assessment, reviewer recommendations, acceptance decisions, or publication priority. Manuscripts are evaluated according to their scholarly quality, originality, relevance to the journal's aims and scope, methodological or argumentative soundness, and compliance with applicable research and publication ethics.
APC 支付不影响编辑初审、同行评审、审稿建议、录用决定或出版优先顺序。稿件依据学术质量、原创性、与本刊宗旨及范围的契合度、研究方法或学术论证的可靠性，以及对适用研究伦理和出版伦理要求的遵守情况进行评估。
Reviewer recommendations inform the editorial assessment, while final acceptance decisions remain the responsibility of the appropriate editor or editorial office under the journal's Peer Review Policy. The payment process follows formal acceptance and does not replace scholarly evaluation.

Academic Evaluation Comes First. Authors are not required to pay an APC before acceptance, and payment cannot be used to obtain acceptance or preferential treatment during scholarly assessment.

Refund Policy / 退款政策
Once an accepted manuscript has entered the publication production process, the APC is generally non-refundable under the journal's current policy. Relevant work may include copyediting, layout preparation, metadata processing, DOI or repository-related processing, online hosting preparation, or online publication.

Case-by-Case Consideration. Refund requests may be considered individually by the editorial office and publisher, taking account of the circumstances of the request and the publication work already undertaken.

The general non-refundable principle should be read together with the journal's provision for individual consideration of refund requests. An exceptional refund arrangement, where approved, does not automatically establish a general entitlement for other manuscripts.

The journal does not describe its standard 10% payment processing surcharge as a tax. The surcharge is part of its stated APC pricing structure and is intended to help cover ordinary payment processing, banking, and transfer-related costs.

The invoice or payment instructions should identify the applicable article category, total amount, currency, and any individually approved exception. Authors should use the official payment information provided after acceptance.

Policy Updates / 政策更新
CRoPT reserves the right to update its APC amounts, waiver provisions, payment arrangements, and processing fee policies. Unless otherwise stated, an updated policy applies to manuscripts submitted after the effective date of the revision.
CRoPT 保留更新 APC 金额、费用豁免规定、付款安排及处理手续费政策的权利。除非另有说明，更新后的政策适用于修订生效日期之后提交的稿件。
Authors should consult the policy applicable to their submission and the official payment instructions issued after acceptance. Where an individually approved exception applies, the relevant arrangement should be recorded in the corresponding editorial or payment communication.

CRoPT seeks to maintain transparent publication charges, consistent application of article-type exemptions, and a clear separation between financial arrangements and scholarly assessment. Authors should be able to identify the applicable APC and payment conditions from the journal's published policy and official post-acceptance communications.
