Spatial Governance and Regional Coordination in Chinese-Style Modernization: A Policy and Institutional Analysis of the Fifteenth Five-Year Plan

Abstract
The Fifteenth Five-Year Plan period marks a critical juncture in China's journey toward basic socialist modernization. Drawing on the Plan, the CPC Central Committee's recommendations, and related regional strategy documents, this article constructs an analytical framework of ``state coherence–regional coordination–spatial justice'' to examine the institutional logic of regional coordination. Findings show that regional coordination is not merely an economic policy instrument but a systematic spatial governance arrangement, advancing institutional synergy through national strategic planning, cross-jurisdictional cooperation, and functional space reconstruction. Case studies of the Yangtze River Delta, Chengdu-Chongqing, and Yangtze River Economic Belt indicate a shift from ad hoc coordination to rule-based governance. This article contributes by elevating regional coordination from policy description to institutional analysis, elucidating how the state achieves dynamic balance among development efficiency, regional equity, and state coherence through policy instrument portfolios.
