The Journal of Law, Psychology, and Communication Studies (JLPCS) is committed to handling complaints and appeals fairly, confidentially, transparently, and in accordance with the journal’s publication ethics, peer review, research integrity, and editorial independence policies.

1. Purpose of the Policy / 政策目的
This policy explains how JLPCS receives, assesses, and responds to complaints and appeals concerning editorial decisions, peer review procedures, publication ethics, research integrity, editorial conduct, published content, special issues, and post-publication matters.
The purpose of the policy is to provide a clear, evidence-based, professional, and fair mechanism for addressing concerns while protecting the confidentiality of manuscripts, peer review materials, authors, reviewers, complainants, and editorial participants.
本政策说明 JLPCS 如何接收、评估和回应有关编辑决定、同行评议程序、出版伦理、研究诚信、编辑行为、已发表内容、专题期和出版后事项的投诉与申诉。本政策旨在提供清晰、基于证据、专业且公正的处理机制,同时保护稿件、同行评议材料、作者、审稿人、投诉人和编辑参与者的保密性。
2. Difference Between a Complaint and an Appeal / 投诉与申诉的区别
A disagreement with reviewer comments or an unfavorable editorial decision alone is not sufficient grounds for appeal. Appeals should be based on evidence, procedure, factual accuracy, or relevant new information.
3. Scope of Complaints / 投诉范围
JLPCS considers complaints relating to editorial procedure, peer review, publication ethics, research integrity, journal policies, editorial communication, published content, and post-publication matters.
Complaints may concern:
- Delays or irregularities in editorial handling, peer review, revision, production, or publication;
- Concerns about reviewer conduct, editor conduct, confidentiality, professional tone, or inappropriate comments;
- Potential conflicts of interest involving authors, reviewers, editors, guest editors, sponsors, or institutions;
- Alleged plagiarism, duplicate publication, fabricated data, falsified results, authorship concerns, or research misconduct;
- Ethics approval, informed consent, participant privacy, sensitive data, legal confidentiality, or data availability concerns;
- Errors or concerns in published articles, metadata, author information, references, tables, figures, supplementary files, or declarations;
- Special issue handling, guest editor conflicts, invited manuscript handling, or thematic issue transparency;
- APC, waiver, access, licensing, copyright, archiving, or website policy implementation concerns.
JLPCS 接受与编辑流程、同行评议、出版伦理、研究诚信、期刊政策执行、编辑沟通、已发表内容和出版后事项有关的投诉。
4. Scope of Appeals / 申诉范围
Authors may appeal editorial or research integrity decisions when they believe that the decision was affected by a significant factual error, procedural irregularity, misunderstanding, undisclosed conflict of interest, or relevant new evidence.
Appeals may concern:
- Desk rejection or rejection after peer review;
- Research integrity decisions, including decisions related to plagiarism, authorship, data, ethics, or conflicts of interest;
- Post-publication actions, including correction, expression of concern, retraction, or editorial note;
- Procedural errors in peer review or editorial handling;
- Evidence that reviewer or editor conflicts of interest may have affected the decision;
- Clear misunderstanding of the manuscript’s content, method, data, legal materials, or contribution.
作者可就编辑决定或研究诚信决定提出申诉,但申诉应基于事实错误、程序异常、重大误解、未披露利益冲突或相关新证据,而不应仅基于对结果不满意。
5. Appeal Deadline / 申诉期限
Appeals should be submitted within 30 days of the editorial decision, research integrity decision, or post-publication notice being communicated to the author or affected party.
Appeals submitted after the 30-day period may be considered only when the appellant provides a reasonable explanation for the delay and relevant evidence that warrants further assessment.
申诉应在编辑决定、研究诚信决定或出版后通知送达作者或相关方之日起 30 天内提交。超过期限的申诉,只有在申诉人提供合理延迟理由和足以支持进一步评估的相关证据时,编辑部才可酌情考虑。
6. Who May Submit a Complaint or Appeal / 谁可以提交投诉或申诉
Complaints and appeals may be submitted by individuals or organizations with a direct or legitimate interest in the matter.
- Authors, corresponding authors, co-authors, or contributors;
- Reviewers, editors, guest editors, or editorial board members;
- Readers, researchers, institutions, libraries, or indexing bodies;
- Research participants, affected individuals, legal representatives, or ethics committees;
- Publishers, funders, sponsors, copyright holders, or other parties with relevant evidence;
- Whistleblowers or reporting parties raising publication ethics or research integrity concerns.
投诉和申诉可由对相关事项具有直接或正当利益的个人或机构提出。编辑部也可主动调查在编辑、审稿、出版或出版后环节发现的问题。
7. How to Submit a Complaint / 如何提交投诉
Complaints should be submitted in writing to the JLPCS Editorial Office. The complaint should be specific, professional, evidence-based, and sufficiently detailed for editorial assessment.
A complaint should include:
- Name, affiliation, and contact information of the complainant, unless anonymity is requested;
- Manuscript title, submission ID, article title, DOI, issue information, or article URL where applicable;
- A clear description of the complaint;
- Specific evidence, documents, screenshots, correspondence, source links, comparison text, data details, or other supporting materials;
- The date, stage, or publication record to which the complaint relates;
- Names or roles of relevant parties where necessary and appropriate;
- The requested action or outcome, if any.
投诉应尽量提供清楚事实、具体证据和相关材料。缺乏证据的笼统指控可能无法启动正式处理程序。
8. How to Submit an Appeal / 如何提交申诉
Appeals should be submitted in writing within the appeal period. An appeal should directly address the basis of the decision and provide evidence that a reconsideration is justified.
An appeal should include:
- Manuscript title, submission ID, article title, DOI, or publication details where applicable;
- The editorial decision, research integrity decision, or post-publication action being appealed;
- A concise explanation of the grounds for appeal;
- Specific evidence of factual error, procedural irregularity, misunderstanding, conflict of interest, or new information;
- A point-by-point response to the editor’s or reviewers’ key concerns, where relevant;
- Any supporting documents, data, ethics materials, permissions, or institutional correspondence;
- A professional statement of the requested outcome.
申诉应集中回应原决定依据,并提供能够支持重新评估的证据。申诉不应提交为一篇全新稿件,也不应仅重复已被评估过的观点,除非存在新的事实或证据。
9. Matters Not Normally Considered as Appeals / 通常不作为申诉处理的事项
JLPCS will not normally consider an appeal when the request does not identify a procedural, factual, ethical, or evidentiary basis for reconsideration.
The following are not normally sufficient grounds for appeal:
- General disagreement with reviewer comments without evidence of error or procedural concern;
- Dissatisfaction with rejection, revision, correction, or retraction decisions alone;
- Requests for guaranteed acceptance, expedited acceptance, or special treatment;
- Submission of a substantially new manuscript that should instead be submitted as a new submission;
- Arguments based only on the author’s reputation, institution, funding, title, seniority, or publication need;
- Abusive, threatening, discriminatory, defamatory, or harassing communications;
- Repeated appeals raising the same points without new evidence.
仅对拒稿或审稿意见不满,通常不足以构成申诉理由。申诉应提供可核查的事实、程序、伦理或证据基础。

Appeals are reviewed separately from the original editorial decision where appropriate. JLPCS may assign the appeal to an independent editor, senior editor, editorial panel, or appropriate editorial representative who was not directly responsible for the original decision.

JLPCS handles complaints and appeals confidentially to the extent possible. Information is shared only with individuals or organizations that need to be involved in assessment, response, investigation, correction, or publication record management.
- Submitted manuscripts, reviewer identities, reviewer reports, editorial communications, and unpublished materials are confidential;
- Complainants, appellants, authors, reviewers, and editors should not disclose confidential information publicly while a matter is under assessment;
- Confidential, personal, sensitive, legal, institutional, or participant-related information should be handled securely;
- Anonymous complaints may be considered when they contain sufficient evidence, but anonymity may limit the editorial office’s ability to investigate or respond;
- Information may be shared with institutions, ethics committees, publishers, funders, or authorities where necessary and appropriate.
JLPCS 在可能范围内对投诉与申诉进行保密处理。涉及稿件、审稿意见、作者身份、审稿人身份、受试者信息、法律材料或机构资料的内容,应严格保护。
14. Conflicts of Interest in Complaint or Appeal Handling / 投诉或申诉处理中的利益冲突
Individuals with an actual, potential, or perceived conflict of interest should not make final decisions on complaints or appeals where their impartiality may reasonably be questioned.
- An editor whose decision is being appealed should not be the sole decision-maker on the appeal;
- A reviewer or editor accused of misconduct should not handle the complaint about their own conduct;
- Guest editors should not handle complaints or appeals involving manuscripts where they have conflicts;
- Where conflicts are identified, the matter may be reassigned to an independent editor, senior editor, editorial panel, or the editorial office;
- Relevant conflict management steps may be documented in the editorial record.
存在实际、潜在或表面利益冲突的人员,不应对相关投诉或申诉作出最终决定。必要时,编辑部应重新分配处理人员或邀请独立编辑小组评估。
15. Complaints About Editorial Conduct / 关于编辑行为的投诉
Complaints about editor conduct, communication, conflict of interest, confidentiality, tone, delay, or procedural fairness should be directed to the JLPCS Editorial Office. If the complaint concerns the responsible editor, the matter may be reviewed by another editor, senior editor, editorial board representative, or the publisher where appropriate.
Such complaints may involve:
- Alleged breach of confidentiality;
- Undisclosed conflict of interest;
- Unprofessional, discriminatory, or inappropriate communication;
- Unreasonable or unexplained delay;
- Failure to follow stated journal policy;
- Improper influence by financial, institutional, political, personal, or commercial interests;
- Inadequate handling of publication ethics or research integrity concerns.
关于编辑行为的投诉应由无利益冲突的适当人员处理。编辑部应保护相关方权益,并根据事实和证据进行评估。
16. Complaints About Peer Review / 关于同行评议的投诉
Complaints about peer review may concern procedure, confidentiality, reviewer conduct, reviewer expertise, conflicts of interest, inappropriate comments, or possible manipulation of the review process.
- Reviewers must maintain confidentiality and must not use unpublished manuscript content for personal advantage;
- Reviewer comments should be professional, specific, constructive, and evidence-based;
- Reviewers with conflicts of interest should decline review or disclose the conflict;
- Authors should not attempt to identify, contact, influence, or pressure reviewers under the double-blind process;
- Allegations of peer review manipulation, fabricated reviewer identity, coercive citation, or confidentiality breach may trigger research integrity assessment.

17. Complaints About Published Content / 关于已发表内容的投诉
Complaints about published content may be handled under JLPCS’s publication ethics, research integrity, plagiarism, data availability, authorship, conflict of interest, human subjects, and corrections and retractions policies.
Published content complaints may involve:
- Significant factual, legal, analytical, statistical, translation, or production errors;
- Plagiarism, duplicate publication, excessive textual overlap, or fabricated references;
- Data fabrication, falsification, unsupported findings, image manipulation, or unavailable data;
- Ethics approval, informed consent, privacy, sensitive data, or participant protection concerns;
- Authorship misrepresentation, omitted contributors, undisclosed conflicts of interest, or funding concerns;
- Copyright, permission, third-party material, confidentiality, or legal concerns.
出版后投诉可能导致更正、编辑说明、关注声明、撤稿、访问限制或其他适当措施,具体取决于问题性质、证据强度和对学术记录的影响。
18. Timeliness / 处理时效
JLPCS aims to acknowledge complaints and appeals promptly and to handle them as efficiently as possible. The time required depends on the complexity of the matter, availability of evidence, need for author or institutional response, editorial workload, and whether external expert consultation is required.
- Simple administrative or communication issues may be resolved quickly;
- Editorial appeals may require review of the full editorial record and reviewer reports;
- Research integrity or publication ethics complaints may require additional documentation, author response, expert advice, institutional communication, or post-publication assessment;
- Complex cases may require longer handling time, especially when legal, privacy, human subjects, data, authorship, or institutional issues are involved;
- The editorial office may provide interim updates where appropriate.
JLPCS 将尽量及时确认并处理投诉与申诉。复杂伦理、数据、署名、法律或机构调查事项可能需要较长时间。
19. Professional Conduct and Non-Retaliation / 专业行为与禁止报复
JLPCS expects all parties involved in complaints and appeals to communicate professionally, honestly, and respectfully. Good-faith complaints and appeals will not result in retaliation.
- Complainants and appellants should provide accurate information and avoid unsupported accusations;
- Authors, reviewers, editors, and institutions should cooperate with reasonable requests for clarification;
- Abusive, threatening, discriminatory, defamatory, harassing, or bad-faith communications may be declined or handled under appropriate policy;
- Knowingly false allegations may be treated as a publication ethics concern;
- Good-faith whistleblowers should be treated respectfully and protected from unnecessary disclosure where possible.
所有投诉与申诉沟通均应保持专业、客观和尊重。善意投诉、申诉或举报不应遭受报复;但恶意、骚扰性或明知不实的指控可能构成伦理问题。

An appeal does not guarantee reversal of an editorial decision, acceptance of a manuscript, or withdrawal of a post-publication notice. Decisions are based on the editorial record, available evidence, journal policy, and scholarly standards.
