The purpose of double-blind review is to promote impartial, evidence-based, and academically rigorous evaluation of manuscripts. By concealing author and reviewer identities during review, JLPCS seeks to reduce potential bias related to author identity, institutional affiliation, nationality, seniority, gender, academic reputation, or previous publication record.

Reviewers are expected to assess manuscripts based on scholarly merit, originality, methodological soundness, ethical compliance, relevance to the journal’s aims and scope, and contribution to the field.

双盲评审旨在促进客观、公正和学术导向的稿件评价，减少作者身份、机构背景、国籍、资历、性别、学术声誉或既有发表记录可能带来的偏见。审稿人应根据稿件本身的学术质量、原创性、方法规范性、伦理合规性、范围适配性和领域贡献进行评价。

Authors are responsible for preparing an anonymized manuscript file before submission. The anonymized file must not contain any information that directly or indirectly reveals author identity.

Authors must remove the following from the anonymized manuscript:

• Author names, initials, biographies, and author notes;
• Institutional affiliations, departments, laboratories, research centers, or project teams;
• Corresponding author information, email addresses, phone numbers, and postal addresses;
• Acknowledgments that identify individuals, institutions, projects, or funding bodies;
• Funding details, grant numbers, project titles, and institutional approval details that reveal author identity;
• Document metadata, file properties, comments, tracked changes, hidden text, and version history;
• Self-identifying statements such as “our previous study,” “my dissertation,” or “data collected at our institution” where these reveal identity;
• Supplementary files, appendices, datasets, instruments, codebooks, or ethics documents that contain identifying information.

作者应在匿名稿件中删除作者姓名、单位、联系方式、致谢、基金信息、文档属性、修订痕迹和任何可能暴露作者身份的表述。补充材料也应在送审前进行匿名化处理。

Information that identifies the authors should be provided on a separate title page or declaration file where required by the submission system. This file is used by the editorial office and should not be sent to reviewers as part of the anonymized review package.

The title page may include:

• Full manuscript title;
• Full names of all authors;
• Institutional affiliations of all authors;
• Corresponding author’s name, email address, and institutional address;
• ORCID iDs, where available;
• Funding statement;
• Conflict of interest statement;
• Ethics approval and informed consent statement, where applicable;
• Data availability statement, where applicable;
• AI-use statement, where applicable;
• Acknowledgments, where applicable.

标题页应与匿名稿件分开提交。标题页可包含作者姓名、单位、通讯作者信息、ORCID、基金、利益冲突、伦理审批、知情同意、数据可得性、AI 使用和致谢等信息，但不应出现在送审用匿名稿件中。

Authors may cite their own prior work when academically necessary. However, self-citations should be written in a neutral manner and should not reveal author identity during double-blind review.

作者可在学术必要时引用自己的既有研究，但应采用中性表述，避免使用“我们此前的研究”“本团队前期成果”等可能暴露身份的写法。

Reviewer identities are not disclosed to authors. Reviewers must treat manuscripts, supplementary files, review invitations, review reports, editorial correspondence, and decision materials as confidential.

Reviewers must not:

• Share the manuscript or review materials with others without editorial permission;
• Use unpublished manuscript content for personal, professional, financial, legal, political, or competitive advantage;
• Contact authors directly regarding the manuscript under review;
• Attempt to identify authors through document metadata, search engines, conference programs, preprint servers, institutional websites, or other sources;
• Disclose reviewer identity to authors unless expressly authorized by the editorial office.

审稿人身份不向作者公开。审稿人应对稿件、补充材料、审稿邀请、审稿报告、编辑沟通和评审决定相关材料承担保密义务，不得擅自传播或利用未发表稿件内容。

The editorial office is responsible for maintaining the integrity of the double-blind review process. Editorial handling should be fair, confidential, independent, and consistent with the journal’s peer review and publication ethics policies.

• Check whether the submitted manuscript has been anonymized before peer review;
• Return manuscripts to authors for anonymization when identifying information is present;
• Protect reviewer identities and confidential review materials;
• Select reviewers based on expertise, independence, availability, and absence of known conflicts of interest;
• Communicate with authors and reviewers through appropriate editorial channels;
• Ensure that reviewer comments are transmitted in a professional and constructive manner;
• Base editorial decisions on scholarly merit, reviewer reports, ethics, research integrity, and journal scope;
• Separate editorial decisions from APC payment, waiver requests, institutional background, or author identity.

编辑部负责维护双盲评审流程的完整性和公正性，包括匿名检查、审稿人选择、保密管理、评审沟通、编辑决策和费用事项隔离。

Editors and reviewers must disclose any actual, potential, or perceived conflict of interest that may affect impartial evaluation. Where a conflict exists, the editor or reviewer should recuse themselves from handling or reviewing the manuscript.

Potential conflicts include, but are not limited to:

• Recent or ongoing collaboration with an author;
• Personal, institutional, supervisory, student, or mentoring relationships;
• Financial, commercial, legal, political, or advocacy interests related to the manuscript;
• Direct academic competition or strong personal bias;
• Access to confidential information that may compromise impartiality;
• Prior involvement in the manuscript, research project, dataset, legal case, report, or policy document under review.

编辑和审稿人应披露任何实际、潜在或可被合理认为影响公正判断的利益冲突。存在利益冲突时，应主动回避稿件处理或评审。

If author or reviewer identity is accidentally revealed during the review process, the editorial office will assess whether the integrity of the review has been compromised and determine appropriate action.

Possible editorial actions may include:

• Returning the manuscript to the author for further anonymization;
• Replacing a reviewer where impartiality may be compromised;
• Requesting an additional independent review;
• Continuing the review if the disclosure is minor and does not affect impartiality;
• Documenting the incident in the editorial record where appropriate.

如评审过程中作者或审稿人身份被意外暴露，编辑部将评估该情况是否影响评审公正性，并采取退回匿名化、替换审稿人、增加独立评审或记录处理情况等适当措施。

Reviewers should provide fair, constructive, specific, and evidence-based assessments. Reviewer reports should help editors make informed decisions and help authors improve the manuscript where revision is possible.

• Comments should focus on the manuscript, not the presumed identity, background, or characteristics of the authors;
• Criticism should be professional, respectful, and supported by evidence;
• Reviewers should identify methodological limitations, ethical concerns, missing literature, unsupported claims, or possible research integrity problems where relevant;
• Reviewers should not request citation of their own work unless it is directly relevant and academically necessary;
• Reviewers should not use discriminatory, hostile, personal, or defamatory language;
• Reviewers should complete reviews within the agreed timeframe or notify the editorial office if delay is unavoidable.

审稿意见应聚焦稿件本身，避免基于作者身份、背景或推测信息作出评价。审稿意见应具体、专业、尊重作者，并以证据和学术标准为依据。

Authors should respect the confidentiality and independence of the double-blind review process.

• Authors must not attempt to identify reviewers;
• Authors must not contact, pressure, influence, or retaliate against reviewers;
• Authors must not submit revised files that intentionally reveal their identity while the manuscript remains under blind review;
• Authors should respond to reviewer and editor comments respectfully and point by point;
• Authors should promptly inform the editorial office if they discover errors, duplicate submission issues, authorship disputes, ethics concerns, or identity disclosure problems.

作者应尊重双盲评审的保密性和独立性，不得试图识别、联系、影响或施压审稿人。修改稿仍处于盲审阶段时，作者应继续保持匿名化要求。

JLPCS does not charge a submission fee or peer review fee. The Article Processing Charge (APC) applies only after a manuscript has completed editorial evaluation and has been formally accepted for publication.

APC payment status, waiver requests, institutional background, author identity, nationality, seniority, or academic status do not influence editorial screening, reviewer selection, peer review, or acceptance decisions.

JLPCS 不收取投稿费或同行评议费。文章处理费仅在稿件完成编辑评估并正式录用后收取。APC 支付情况、费用减免申请、作者身份、机构背景、国籍、资历或学术地位均不影响编辑初审、审稿人选择、同行评议或录用决定。
