The Journal of Law, Psychology, and Communication Studies (JLPCS) makes editorial decisions through a structured process based on editorial screening, similarity checking, double-blind peer review, research integrity assessment, and scholarly merit.

1. Decision-Making Principles
编辑决定原则
Editorial decisions are based on scholarly merit, originality, relevance to the journal’s aims and scope, methodological soundness, ethical compliance, transparency, quality of analysis, clarity of presentation, and reviewer feedback.
Reviewer recommendations are advisory. The final decision rests with the responsible editor and/or editorial office, who consider the full editorial record, including the manuscript, reviewer reports, author responses, ethical issues, and journal standards.
审稿人的建议具有参考性质。最终编辑决定由负责编辑和/或编辑部根据稿件质量、审稿意见、作者回应、伦理合规情况以及期刊标准综合作出。
2. Decision Workflow
决策流程
Stage 1: Submission Check
The editorial office checks file completeness, anonymization, metadata, formatting, declarations, and basic submission requirements.
Stage 2: Editorial Screening
Editors assess scope fit, scholarly suitability, research design, language quality, ethical compliance, and originality.
Stage 3: Similarity Screening
Manuscripts are normally checked using Turnitin and/or CNKI. A similarity score below 20% is normally required before peer review.
Stage 4: Peer Review
Eligible manuscripts are reviewed by at least two independent experts under a double-blind peer review model.
Stage 5: Decision Evaluation
The editor evaluates reviewer reports, manuscript quality, ethical issues, author responses, and journal standards.
Stage 6: Decision Letter
The author receives a decision letter with reviewer comments and revision instructions where applicable.
3. Possible Editorial Decisions

4. Desk Rejection or Return Before Review
送审前拒稿或退回
A manuscript may be rejected or returned before external peer review if it does not meet the journal’s basic editorial, ethical, technical, or scholarly requirements.
Common reasons include:
- The manuscript is outside the aims and scope of JLPCS.
- The submission is incomplete or lacks required files, metadata, or declarations.
- The manuscript has not been properly anonymized for double-blind review.
- The manuscript does not follow formatting, structure, or APA 7th referencing requirements.
- Similarity screening indicates possible plagiarism, duplicate publication, or excessive textual overlap.
- The research question, theory, method, data, evidence, or contribution is insufficiently developed.
- Required ethics approval, consent, data availability, funding, conflict of interest, or AI-use disclosure is missing where applicable.
- The language or presentation prevents reliable academic evaluation.
若稿件在范围、格式、匿名化、伦理声明、相似度、研究质量或语言表达方面不符合基本要求,编辑部可在外审前退回或拒稿。
5. How Reviewer Reports Are Used
审稿意见的使用方式
Reviewer reports provide expert advice to assist editorial judgment. Editors are not required to follow any single reviewer recommendation automatically.
- Editors consider the substance and reasoning of each report, not only the recommendation category.
- If reviewer reports conflict, the editor may assess the arguments, request clarification, invite an additional reviewer, or make an editorial judgment based on the record.
- A manuscript may be returned for revision even if reviewers recommend acceptance, if editorial issues remain unresolved.
- A manuscript may be rejected if serious concerns are identified, even if some comments are favorable.
- Reviewer comments may be edited for clarity, confidentiality, professional tone, or removal of inappropriate remarks before being shared with authors.
编辑部重视审稿意见的实质内容和论证依据,而非机械采纳某一审稿人的结论性建议。
6. Revision Decisions
修改决定
A revision decision means that the manuscript may be reconsidered after the authors address editorial and reviewer concerns. It does not mean the manuscript has been accepted.
When submitting a revised manuscript, authors should provide:
- A clean revised manuscript.
- A marked or tracked-changes version where requested.
- A detailed point-by-point response letter.
- Clear page, section, table, or figure references showing where changes were made.
- A reasoned explanation if any reviewer recommendation is not adopted.
- Updated ethics, data, funding, conflict of interest, AI-use, or reference information where applicable.
- A fully anonymized revised file if the manuscript remains under double-blind review.
修改决定不等于录用。只有在修订稿经评估并解决主要问题后,稿件才可能进入录用阶段。
7. Re-Review After Revision
修改后复审
Revised manuscripts may be evaluated by the editor, returned to the original reviewers, or sent to additional reviewers.
- Minor revisions may be assessed directly by the editor.
- Major revisions are normally returned to one or more reviewers.
- Additional reviewers may be invited if new issues arise or prior reports are inconclusive.
- Multiple rounds of revision may be required, but repeated revision does not guarantee acceptance.
修改稿可能由编辑直接评估,也可能送回原审稿人或新增审稿人复审。
8. Acceptance and Publication Checks
录用与出版前检查
A manuscript is accepted only when the editorial office issues an acceptance decision. After acceptance, the manuscript enters publication preparation.
Post-acceptance checks may include:
- Author name, affiliation, ORCID, and corresponding author verification.
- Final reference, DOI, table, figure, and supplementary file checks.
- Copyright, license, and open access confirmation.
- APC or waiver processing where applicable.
- Copyediting, typesetting, proofreading, and metadata preparation.
- Assignment to an issue or special issue where applicable.
正式录用以编辑部发出的录用决定为准。录用后稿件仍需完成出版前技术、版权、元数据和排版校对等流程。
9. Editorial Independence and APC Separation
编辑独立性与 APC 分离
JLPCS does not charge submission or peer review fees. An Article Processing Charge (APC), where applicable, is requested only after formal acceptance.
Editorial decisions are made independently of APC payment, waiver requests, author institution, author identity, nationality, seniority, academic rank, or funding status.
JLPCS 的编辑决定与 APC 支付、减免申请、作者机构、身份、国籍、职称、资历或资助情况无关。
10. Ethical or Research Integrity Concerns
伦理或研究诚信问题
If ethical or research integrity concerns are identified during screening, peer review, revision, production, or after publication, the editorial process may be paused while the matter is assessed.
Possible concerns include:
- Plagiarism, duplicate publication, or excessive reuse of prior work.
- Fabrication, falsification, unsupported claims, or inappropriate image or data manipulation.
- Fabricated, irrelevant, manipulated, or inaccurate references.
- Missing ethics approval, consent, or data protection information.
- Undisclosed conflicts of interest, funding, sponsorship, or advocacy relationships.
- Improper authorship, contributor disputes, or lack of author approval.
- Undisclosed or inappropriate use of AI tools.
- Copyright, permissions, third-party material, or confidential information concerns.
如发现伦理或研究诚信问题,编辑部可暂停审理,并根据期刊伦理政策进一步处理。
11. Appeals and Complaints

Authors may contact the editorial office if they believe a decision was based on factual error, misunderstanding, procedural irregularity, or demonstrable conflict of interest.
An appeal should include:
- The manuscript title and submission ID.
- The decision being appealed.
- A concise explanation of the grounds for appeal.
- Specific evidence supporting the appeal.
- A professional response to the editorial and reviewer comments.
