The APC supports the operational and publication costs associated with maintaining a fully open access academic journal.

The APC contributes to:

• Editorial management and manuscript administration;
• Peer review coordination and reviewer communication;
• Copyediting, proofreading, typesetting, and digital production;
• Online publication, journal platform support, and long-term website maintenance;
• DOI registration, metadata preparation, and article-level publication records;
• Open access dissemination and journal operations.

APC 用于支持开放获取期刊运行，包括编辑管理、同行评议协调、文字编辑、校对、排版、数字出版、在线托管、平台维护、DOI 注册、元数据准备和开放获取传播。

In addition to the APC, a 10% payment processing or bank transfer handling charge is applied at the payment stage. This handling charge covers transaction, remittance, payment platform, banking, currency conversion, and administrative processing costs associated with APC payment.

• The handling charge is calculated as 10% of the APC amount;
• For USD payment, the estimated total is USD 302.50;
• For RMB payment, the estimated total is RMB 2,200;
• The exact payable amount will be stated in the official invoice or payment instruction;
• Additional charges imposed by the payer’s bank, intermediary bank, payment provider, or currency conversion service may be borne by the payer where applicable;
• The handling charge does not affect editorial evaluation or publication decisions.

10% 手续费用于覆盖 APC 支付过程中产生的交易、汇款、支付平台、银行、币种转换及行政处理成本。最终金额以编辑部发出的正式付款说明或发票为准。

JLPCS does not charge any fee at submission, during editorial screening, or during peer review. The APC and applicable payment handling charge become payable only after formal acceptance.

投稿、初审和同行评议阶段不收取任何费用。只有在稿件正式录用后，作者才需要根据付款通知支付 APC 及适用手续费。

Following formal acceptance, the JLPCS Editorial Office will issue payment instructions or an invoice indicating the APC, applicable handling charge, payment method, currency, payment deadline, and total amount payable.

• The invoice or payment notice will state the APC amount;
• The 10% payment processing or bank transfer handling charge will be shown separately where applicable;
• The total payable amount will be clearly indicated;
• Payment instructions will be provided by the editorial office;
• A payment confirmation or receipt may be provided after the transaction is completed;
• Authors should not make payment before receiving official payment instructions from the JLPCS Editorial Office.

稿件正式录用后，JLPCS 编辑部将发出付款说明或发票，列明 APC、10% 手续费、付款方式、币种、付款期限和应付总额。作者不应在收到正式付款说明前自行付款。

Authors facing genuine financial constraints may submit a request for a full or partial APC waiver. Waiver requests are considered individually and independently of the editorial review process.

A waiver request should normally include:

• Manuscript title and submission ID;
• Corresponding author name and contact information;
• A brief explanation of the financial hardship or funding limitation;
• Institutional, grant, or funding information where relevant;
• Requested type of support, such as full waiver or partial waiver;
• Any supporting documentation that the authors wish to provide.

经济困难作者可申请全额或部分 APC 减免。费用减免申请将独立于编辑审查和同行评议流程处理，不影响稿件的学术评估或录用决定。

APC payment, payment handling charges, waiver requests, payment capacity, institutional background, funding source, or author nationality must not influence editorial decisions.

• APC is not considered during editorial screening;
• APC is not considered during peer review;
• APC is not considered when selecting reviewers;
• APC is not considered when issuing revision decisions;
• APC is not considered when making acceptance or rejection decisions;
• APC or waiver status does not affect publication ethics or research integrity decisions.

APC、支付手续费、费用减免申请、作者支付能力、机构背景、资助来源或国籍不得影响编辑初审、同行评议、审稿人选择、修改决定、录用决定、拒稿决定或出版伦理处理。

The APC supports journal publication operations. It does not purchase editorial acceptance, favorable review, expedited acceptance, special treatment, or exemption from journal policies.

• APC does not guarantee acceptance;
• APC does not guarantee favorable peer review;
• APC does not exempt authors from revision requirements;
• APC does not exempt authors from publication ethics, originality, data integrity, authorship, or copyright requirements;
• APC does not cover optional third-party services independently arranged by authors;
• APC does not cover bank charges imposed separately by the payer’s bank or intermediary banks unless stated in the invoice.

APC 不等于购买录用、快速发表、正面审稿意见或特殊处理。所有稿件仍须符合 JLPCS 的期刊范围、学术质量、同行评议、研究诚信和出版伦理要求。

Articles published in JLPCS are distributed under the Creative Commons Attribution 4.0 International License (CC BY 4.0), unless otherwise stated.

• Authors retain copyright of their published work;
• Authors grant JLPCS the right of first publication;
• Readers may access published articles without subscription barriers;
• Reuse, distribution, reproduction, adaptation, and commercial or non-commercial use are permitted under CC BY 4.0;
• Appropriate credit must be given to the original author(s), article title, journal, source, and license.

JLPCS 文章采用 CC BY 4.0 许可开放发布。作者保留版权，读者和使用者可在正确署名的前提下阅读、下载、复制、传播、改编和再利用文章内容。

The open access publishing model does not reduce JLPCS’s ethical requirements. All submissions remain subject to journal scope assessment, editorial screening, plagiarism and similarity checks, double-blind peer review where applicable, research integrity assessment, and publication ethics requirements.

• APC payment does not override plagiarism or similarity screening;
• APC payment does not override peer review;
• APC payment does not override ethics approval, informed consent, data protection, or authorship requirements;
• APC payment does not prevent correction, expression of concern, retraction, or editorial notice when required;
• APC payment does not prevent investigation of research integrity concerns before or after publication.

开放获取和 APC 收费不降低 JLPCS 的出版伦理要求。即使 APC 已支付，如发现抄袭、数据伪造、伦理违规、署名问题、同行评议异常或其他研究诚信问题，编辑部仍可采取相应措施。
