The Journal of Law, Psychology, and Communication Studies (JLPCS) applies a rigorous double-blind peer review process to support academic quality, impartiality, research integrity, and editorial independence.
《法律·心理学·传播研究学刊》(JLPCS)采用严格的双盲同行评议制度,以保障学术质量、评审公正性、研究诚信和编辑独立性。
1. Peer Review Model / 评审模式
JLPCS uses a double-blind peer review model for eligible scholarly manuscripts. During review, author identities are concealed from reviewers, and reviewer identities are concealed from authors.
Manuscripts that pass editorial screening are normally evaluated by at least two independent experts with relevant academic expertise. Reviewers are selected according to subject knowledge, methodological competence, independence, availability, and absence of known conflicts of interest.
本刊对符合条件的学术稿件采用双盲同行评议。在评审过程中,作者身份对审稿人匿名,审稿人身份对作者匿名。通过编辑初审的稿件通常由至少两名相关领域独立专家进行评审。
2. Review Workflow / 评审流程
Submission / 投稿
Authors submit the anonymized manuscript and required files through the journal’s official online submission system.
Editorial Pre-Check / 编辑初审
The editorial office checks scope fit, completeness, anonymization, formatting, ethics, language, and basic scholarly suitability.
Similarity Screening / 相似度检测
English manuscripts are screened via Turnitin and Chinese manuscripts via CNKI. The similarity index should normally be below 20% before peer review.
Reviewer Invitation / 邀请审稿人
Qualified independent reviewers are invited according to expertise, availability, and absence of known conflicts of interest.
Double-Blind Review / 双盲评审
Reviewers evaluate originality, literature, theory, method, evidence, analysis, ethics, contribution, and presentation.
Editorial Decision / 编辑决定
The editor considers reviewer reports and makes a decision based on scholarly merit, ethical compliance, and journal fit.
Revision / 修改
Authors submit a revised manuscript and a point-by-point response letter where revision is requested.
Final Decision / 最终决定
The editor issues a final decision after considering the revised manuscript, response letter, and review outcomes.
3. Editorial Screening Before Peer Review / 送审前编辑初审
Not all submissions are sent for external peer review. The editorial office may return or reject a manuscript before external review when the submission does not meet minimum editorial, ethical, technical, or scholarly standards.
Manuscripts may be returned or rejected before review when:
- The topic is outside the aims and scope of JLPCS;
- The manuscript lacks a clear research question, argument, method, evidence, or academic contribution;
- The submission is incomplete or does not follow author guidelines;
- The manuscript has not been anonymized for double-blind review;
- Required ethics, consent, data, funding, conflict of interest, or AI-use statements are missing where applicable;
- The similarity report indicates possible plagiarism, duplicate publication, excessive textual overlap, or inappropriate reuse;
- The language, structure, formatting, or references prevent reliable academic evaluation;
- The manuscript appears to be under consideration elsewhere or has been previously published.
并非所有投稿都会进入外部同行评议。编辑部可在送审前退回或拒绝不符合范围、格式、伦理、匿名化、原创性或基本学术质量要求的稿件。
4. Reviewer Selection / 审稿人选择
Reviewers are selected by the editor based on academic expertise, methodological competence, publication record, independence, availability, and relevance to the manuscript. Reviewers should not have personal, professional, financial, institutional, supervisory, competitive, or collaborative conflicts of interest with the manuscript or its authors.
Reviewers are expected to provide fair, evidence-based, constructive, confidential, and timely assessments. Reviewers who feel unqualified to review a manuscript, or who identify a conflict of interest, should decline the invitation.
编辑根据审稿人的专业领域、方法能力、学术背景、独立性、可用性和稿件相关性邀请审稿人。存在利益冲突或不具备相应专业能力的审稿人应主动回避或拒绝评审邀请。

Editorial decisions are based on the manuscript’s academic merit, reviewer reports, relevance to the journal’s aims and scope, methodological rigor, ethical compliance, originality, and contribution to the field.
7. Revision and Re-Review / 修改与复审
When a revision is requested, authors should submit a revised manuscript together with a detailed response letter. The response letter should address each editor and reviewer comment point by point.
- Provide a clean revised manuscript;
- Provide a marked or tracked-changes version where requested;
- Respond to each reviewer and editor comment clearly and respectfully;
- Indicate where changes have been made in the manuscript;
- Explain why any recommendation was not adopted;
- Update methods, data, ethics, references, declarations, or limitations where necessary;
- Maintain anonymization if the revised manuscript is returned to reviewers under double-blind review.
对于大修稿,编辑部可将修改稿再次送交原审稿人或新审稿人复审。修改稿是否进入下一轮评审由编辑根据修改质量和评审需要决定。
8. Estimated Review Timeline / 预计评审周期
The typical timeline from submission to final acceptance is approximately 10-16 weeks. The actual timeline may vary depending on manuscript complexity, reviewer availability, revision rounds, ethical or technical checks, editorial workload, and production arrangements.
从投稿到最终录用的典型周期约为 10-16 周。实际周期可能因稿件复杂程度、审稿人安排、修改轮次、伦理或技术检查、编辑工作量和出版制作安排而有所不同。
9. Confidentiality / 保密原则
Manuscripts submitted to JLPCS are treated as confidential materials. Editors, reviewers, and editorial staff must not disclose, copy, distribute, discuss, or use unpublished manuscript content except for the purpose of editorial evaluation and peer review.
Review reports, editorial communications, reviewer identities, and internal decision-making materials are confidential. Reviewers must not use information obtained through peer review for personal, professional, financial, or competitive advantage.
投稿和评审材料属于保密材料。编辑、审稿人和编辑部工作人员不得在编辑评估和同行评议之外披露、复制、传播、讨论或使用未发表稿件内容及相关评审信息。
10. Conflict of Interest / 利益冲突
Editors and reviewers must disclose any actual or potential conflict of interest that may affect, or may be perceived to affect, impartial evaluation. Where a conflict exists, the editor or reviewer should recuse themselves from handling or reviewing the manuscript.
Potential conflicts include, but are not limited to:
- Recent or ongoing collaboration with the author;
- Personal, institutional, supervisory, or student relationship;
- Financial, commercial, legal, or political interest related to the manuscript;
- Direct academic competition or strong personal bias;
- Access to confidential information that may compromise impartiality.
存在实际或潜在利益冲突时,相关编辑或审稿人应主动披露并回避稿件处理或评审。
11. Reviewer Responsibilities / 审稿人责任
- Evaluate the manuscript fairly, independently, constructively, and in a timely manner;
- Assess academic merit, originality, method, evidence, ethics, contribution, and presentation;
- Provide specific comments that help the editor make a decision and help authors improve the manuscript;
- Respect the confidentiality of the manuscript and review process;
- Disclose conflicts of interest and decline review when necessary;
- Avoid personal criticism, discriminatory language, or unsupported claims;
- Identify relevant uncited literature, methodological limitations, ethical concerns, or possible misconduct where applicable;
- Do not use unpublished manuscript content for personal research or advantage.
12. Author Responsibilities During Review / 作者评审期间责任
- Submit original work that is not under consideration elsewhere;
- Prepare an anonymized manuscript for double-blind review;
- Ensure that references, data, tables, figures, legal materials, and supplementary files are accurate and complete;
- Provide ethics approval, informed consent, data availability, funding, conflict of interest, and AI-use statements where applicable;
- Respond to editor and reviewer comments carefully and point by point;
- Do not attempt to identify, contact, or influence reviewers;
- Inform the editorial office promptly if an error, ethical issue, authorship issue, or duplicate submission concern arises.
13. Editorial Independence and Fees / 编辑独立性与费用隔离
Editorial decisions are made independently of financial considerations. JLPCS does not charge a submission fee or a peer review fee. The Article Processing Charge (APC) applies only after a manuscript has been formally accepted for publication.
APC payment status, waiver requests, institutional background, nationality, seniority, or author identity do not influence editorial screening, reviewer selection, peer review, or acceptance decisions.
JLPCS 不收取投稿费或同行评议费。文章处理费仅在稿件正式录用后收取。APC 支付情况、减免申请、作者机构背景、国籍、资历或身份均不影响编辑初审、审稿人选择、同行评议或录用决定。
14. Articles and Materials Not Normally Sent for External Peer Review / 通常不进行外部同行评议的内容
Regular scholarly manuscripts, including original research articles, theoretical articles, review articles, systematic reviews, comparative studies, case studies, and methodological articles, are normally subject to peer review when they pass editorial screening.
Journal administrative materials such as announcements, calls for papers, editorial notes, corrections, retractions, expressions of concern, publisher notices, and website policy updates may be handled through editorial assessment rather than external peer review.
常规学术稿件通过编辑初审后通常进入同行评议。期刊公告、征稿启事、编辑说明、更正、撤稿、关注声明、出版方通知和网站政策更新等行政或出版管理材料,通常由编辑部评估处理,不作为常规研究论文进行外部同行评议。

Peer review is an essential part of JLPCS’s editorial evaluation process, but reviewer recommendations are advisory. The final decision rests with the responsible editor or editorial office and is based on the full editorial record, reviewer reports, journal policies, ethical requirements, and scholarly merit.
同行评议是 JLPCS 编辑评估流程的重要组成部分,但审稿意见属于编辑决策的重要参考。最终决定由负责编辑或编辑部根据完整编辑记录、审稿报告、期刊政策、伦理要求和稿件学术质量作出。
