Publisher Profile / 出版方简介
Panorama Scholarly Group (PSG) is responsible for providing publishing infrastructure, online journal hosting, production support, digital dissemination, metadata management, and administrative support for JLPCS.
PSG supports the journal’s open access publication model while the academic evaluation of manuscripts is conducted through the journal’s editorial and peer review procedures.

Panorama Scholarly Group (PSG) provides the publishing platform, technical infrastructure, production workflow, metadata support, and journal-level administrative coordination.
Editorial Office / 编辑部
The JLPCS Editorial Office manages day-to-day editorial operations, manuscript screening, communication with authors and reviewers, and publication workflow coordination.
Editorial Board / 编委会
The Editorial Board provides academic guidance, supports peer review, advises on journal development, and contributes to maintaining scholarly standards.
Reviewers / 审稿人
Reviewers provide independent expert assessment of manuscripts in accordance with the journal’s peer review policy, confidentiality standards, and ethical requirements.
Editorial Independence / 编辑独立性
JLPCS maintains editorial independence in manuscript evaluation and publication decisions. Editorial decisions are based on academic merit, relevance to the journal’s aims and scope, methodological soundness, ethical compliance, originality, and the outcome of editorial and peer review assessment.
The publisher does not interfere with editorial decisions, peer review outcomes, acceptance or rejection of manuscripts, or the academic judgment of editors and reviewers.
JLPCS 坚持编辑独立原则。稿件是否录用取决于学术质量、选题适配性、方法规范性、伦理合规性、原创性以及编辑评估和同行评议结果。出版方不干预稿件的同行评议、录用或拒稿决定。
Publisher Responsibilities / 出版方职责
- Maintaining the online journal platform and publication infrastructure;
- Supporting digital publication, article production, metadata registration, and online dissemination;
- Providing administrative and technical support to the editorial office;
- Maintaining access to published journal content through the journal website;
- Supporting the implementation of open access, copyright, licensing, ethics, and transparency policies;
- Ensuring that commercial, administrative, or production considerations do not influence editorial decisions.
Editorial Responsibilities / 编辑职责
- Assessing whether submissions fall within the aims and scope of JLPCS;
- Conducting initial editorial screening for completeness, quality, ethical compliance, and suitability for peer review;
- Organizing peer review in accordance with the journal’s double-blind review process;
- Making or recommending editorial decisions based on scholarly merit and reviewer input;
- Managing revisions, author communication, and final editorial checks;
- Upholding publication ethics, research integrity, confidentiality, and conflict-of-interest standards.
Separation of Editorial Decisions and Financial Matters / 编辑决定与财务事项分离
JLPCS applies an Article Processing Charge (APC) only after a manuscript has been formally accepted for publication. No submission fee is charged, and no fee is charged during peer review.
APC payment status, waiver requests, institutional background, nationality, seniority, or author identity do not influence editorial assessment, peer review, or acceptance decisions.
本刊仅在稿件正式录用后收取文章处理费。投稿阶段和同行评议阶段不收取费用。APC 支付情况、费用减免申请、作者机构背景、国籍、资历或身份均不影响编辑评估、同行评议和录用决定。
Conflicts of Interest and Accountability / 利益冲突与责任机制
Editors, reviewers, authors, and journal staff are expected to disclose potential conflicts of interest that may affect, or may be perceived to affect, editorial judgment, peer review, research reporting, or publication decisions.
Editors must recuse themselves from handling manuscripts where a conflict of interest exists. Reviewer invitations should be declined when a reviewer has a personal, professional, financial, institutional, or academic conflict with the manuscript, authors, or research context.
编辑、审稿人、作者及期刊工作人员应披露可能影响或被认为可能影响编辑判断、同行评议、研究报告或出版决定的利益冲突。存在利益冲突时,相关编辑或审稿人应回避。

The journal does not claim affiliation, sponsorship, indexing, or institutional endorsement unless such relationship is explicitly stated and verifiable through official sources.
