1. Ethics Commitment /
JLPCS expects all participants in the publication process, including authors, reviewers, editors, editorial staff, guest editors, and the publisher, to uphold the principles of honesty, accountability, transparency, confidentiality, fairness, respect, and academic integrity.

2. Responsibilities of Authors /
Authors are responsible for the integrity, originality, accuracy, and transparency of their submitted work. By submitting a manuscript to JLPCS, authors confirm that the work is original, unpublished, not under consideration elsewhere, and approved by all listed authors.
Authors must ensure that:
- The manuscript is original and does not contain plagiarism, fabrication, falsification, or inappropriate reuse of previously published material;
- The manuscript is not simultaneously submitted to another journal, book, conference proceeding, or publication venue;
- All listed authors meet authorship criteria and have approved the submitted version;
- All contributors who do not meet authorship criteria are acknowledged appropriately where applicable;
- Data, legal materials, interview records, survey results, images, tables, figures, quotations, and references are accurate and verifiable;

3. Responsibilities of Editors /
Editors are responsible for maintaining the quality, fairness, confidentiality, transparency, and integrity of the editorial process. Editorial decisions should be based on scholarly merit, journal scope, originality, methodological rigor, ethical compliance, peer review reports, and relevance to the field.
- Editors should evaluate manuscripts without discrimination based on nationality, gender, ethnicity, religion, political view, institutional affiliation, seniority, or personal characteristics;
- Editors should protect the confidentiality of submitted manuscripts and peer review materials;
- Editors should select reviewers based on expertise, independence, availability, and absence of known conflicts of interest;

- Editors should preserve editorial independence from financial, commercial, political, institutional, or personal influence.
4. Responsibilities of Reviewers /
Reviewers provide independent expert assessment to support editorial decision-making and to help authors improve manuscripts where revision is possible. Reviewers must follow the journal’s double-blind review, confidentiality, conflict of interest, and professional conduct requirements.
- Reviewers should accept review invitations only when they have relevant expertise and can complete the review in a timely manner;
- Reviewers must treat manuscripts, data, supplementary files, review invitations, reviewer reports, and editorial communications as confidential;
- Reviewers must not use unpublished manuscript content for personal, professional, financial, legal, political, or competitive advantage;
- Reviewers should not attempt to identify or contact authors in the double-blind review process;

- Reviewers should alert the editor confidentially if they identify possible misconduct, ethical concerns, duplicate publication, plagiarism, or data issues.
5. Publisher and Editorial Office Responsibilities /
The publisher and editorial office support the journal’s editorial independence, online publication infrastructure, peer review coordination, publication ethics procedures, metadata management, archiving, and correction or retraction processes where applicable.
- Maintain clear journal policies and make them publicly accessible;
- Support fair and confidential peer review administration;

6. Authorship and Contributorship /
Authorship should accurately reflect substantial scholarly contribution to the work. All listed authors should have made a meaningful contribution to the conception, design, data collection, analysis, interpretation, drafting, revision, or approval of the manuscript.
JLPCS does not accept inappropriate authorship practices, including:
- Guest authorship, where a person is listed despite insufficient contribution;
- Gift authorship, where authorship is granted as courtesy, hierarchy, or exchange;
- Ghost authorship, where a substantial contributor is omitted;
- Coercive authorship, where authorship is imposed through authority or pressure;
- Unauthorized authorship changes after submission or acceptance.
7. Plagiarism, Duplicate Submission, and Text Recycling /
JLPCS does not tolerate plagiarism, duplicate publication, redundant submission, excessive textual overlap, citation manipulation, or inappropriate reuse of previously published material.
Publication misconduct may include:
- Using another person’s words, ideas, data, images, figures, tables, legal analysis, or research findings without proper attribution;
- Submitting substantially the same manuscript to more than one publication venue at the same time;
- Publishing substantially overlapping work without transparent disclosure and appropriate citation;
- Reusing substantial parts of the author’s own previously published work without disclosure or citation;
- Manipulating citations to inflate citation counts or misrepresent scholarly context;
- Fabricating references or citing sources that do not support the claims made.
8. Similarity Screening /
Similarity screening is only one part of publication ethics assessment. A low similarity score does not automatically guarantee ethical compliance, and a high similarity score does not automatically establish misconduct. Editors assess the context, source type, quotation practice, citation accuracy, and extent of overlap.
9. Data Integrity, Evidence, and Research Materials /
Authors must present data, evidence, legal materials, interview materials, survey results, experimental findings, images, figures, tables, and statistical results honestly and accurately.
- Data must not be fabricated, falsified, selectively omitted, or manipulated in a misleading way;
- Images, screenshots, figures, charts, and tables must not be altered in a way that misrepresents evidence;
- Statistical analyses, models, coding procedures, sampling strategies, and legal source selection should be described transparently;
- Where appropriate, authors should provide sufficient information for interpretation, verification, or replication;
- Confidential, personal, institutional, legal, or sensitive data must be handled in accordance with applicable ethical and legal requirements;
- Authors should retain research records and supporting materials for a reasonable period after publication, where legally and ethically permissible.
10. Human Participants, Consent, and Data Protection /
Research involving human participants, interviews, surveys, experiments, behavioral observation, psychological assessment, platform data, personal data, sensitive data, or institutional records should comply with applicable legal, ethical, institutional, and professional standards.
- Authors should provide ethics approval information where applicable;
- Authors should state how informed consent was obtained or explain why consent was not required;
- Participant privacy, anonymity, confidentiality, and welfare should be protected;
- Personal and sensitive data should be collected, stored, analyzed, and reported responsibly;
- Vulnerable participants or sensitive topics require special ethical consideration;
- Research involving online communities, digital platforms, public comments, or social media data should address privacy, consent, platform terms, and potential risk.
11. Conflicts of Interest and Funding /
Authors, reviewers, editors, and guest editors must disclose any actual, potential, or perceived conflict of interest that may influence, or may reasonably be perceived to influence, the research, review, editorial decision, or publication process.
Conflicts may include:
- Financial, commercial, consulting, employment, legal, policy, or advocacy interests;
- Personal, supervisory, mentoring, institutional, or collaborative relationships;
- Academic competition, strong personal bias, or prior involvement in the manuscript;
- Funding, sponsorship, commissioned research, or organizational interests related to the topic;
- Political, ideological, or professional commitments that may affect impartial judgment.
12. Generative AI Use /
Authors must disclose any substantive use of generative AI tools in preparing a manuscript, including language editing, translation support, coding assistance, literature organization, image generation, drafting support, or data processing assistance.
- Generative AI tools may not be listed as authors;
- Authors remain fully responsible for the accuracy, originality, integrity, references, evidence, and ethical compliance of the manuscript;
- AI tools must not be used to fabricate data, references, legal materials, images, interviews, survey results, statistical outputs, or research findings;
- Confidential manuscript or peer review materials must not be uploaded to external AI tools in ways that compromise confidentiality or data protection;
- Where AI tools are used, authors should disclose the tool name, purpose, and scope of use in the manuscript or declaration file.
13. Peer Review Ethics /
JLPCS uses double-blind peer review for eligible scholarly manuscripts. Peer review materials are confidential and should be used only for editorial evaluation.
- Authors should submit anonymized manuscripts and should not attempt to influence or identify reviewers;
- Reviewers should not attempt to identify authors or contact authors directly;
- Editors should manage reviewer selection fairly and avoid conflicts of interest;
- Review reports should be constructive, specific, professional, and evidence-based;
- Peer review manipulation, fabricated reviewer identities, fake reviewer reports, coercive citation, or undisclosed conflicts are not acceptable;
- Reviewer recommendations are advisory; final editorial decisions rest with the responsible editor or editorial office.
14. Corrections, Retractions, and Expressions of Concern /
JLPCS is committed to maintaining the integrity of the published scholarly record. If significant errors, ethical concerns, or research integrity issues are identified after publication, the journal may issue a correction, retraction, expression of concern, or other appropriate notice.
Post-publication actions may be considered when:
- A published article contains significant factual, analytical, statistical, legal, or production errors;
- There is evidence of plagiarism, duplicate publication, data fabrication, falsification, image manipulation, or peer review manipulation;
- Ethics approval, informed consent, data rights, permissions, or conflicts of interest were misrepresented or omitted;
- The reliability of the article is seriously questioned but the investigation is not yet complete;
- Authorship, copyright, third-party materials, or legal issues require correction or clarification.
15. Complaints, Appeals, and Misconduct Allegations /
JLPCS considers complaints, appeals, and misconduct allegations in a fair, confidential, evidence-based, and timely manner. Complaints or appeals should be submitted to the editorial office with sufficient information for assessment.
A complaint or appeal should normally include:
- Manuscript title, article title, DOI, or submission ID where available;
- Names and contact details of the complainant or appellant;
- A clear description of the issue;
- Relevant evidence, documents, correspondence, or publication details;
- The requested action or outcome, where appropriate.
16. Fees and Editorial Independence /
JLPCS does not charge a submission fee or peer review fee. The Article Processing Charge applies only after a manuscript has been formally accepted for publication.
- APC payment status does not influence editorial screening, peer review, reviewer selection, or acceptance decisions;
- Waiver requests are considered separately from editorial decision-making;
- Institutional affiliation, author identity, nationality, seniority, funding source, or financial status must not affect editorial judgment;
- Any sponsorship, partnership, advertising, or revenue source must not compromise editorial independence.
